One of the few cruise lines with US departures that permits guests to consume alcohol at sea at the age of eighteen is Virgin Voyages. The bar will open for the ages of 18 to 20 in addition to adults 21 years of age or older as soon as the ship reaches international waters.

The restaurant, Pink Agave has a separate bar where you can go in and just have a drink. You do not have to eat in there.  If you want an espresso martini or tequila, go to pink agave, no one makes these better. Pink Agave also have an amazing range of cocktails.
